Abstract: In his address at the Poona District Law Library on\ 22 December 1952, nearly three years after the Indian Constitution had come into effect B. R. Ambedkar underscored the salience of constitutional democracy, and beginning with a minimal description of democracy as ‘a government by discussion’, citing Walter Bagehot, and as ‘a government of the people, by the people and for the people’, citing Abraham Lincoln.
