Abstract: With the end of the Cold War and the dissolution of the Soviet Union, it was necessary for India, which was opening up its economy around the same time, to look for new markets. An obvious area to explore was Southeast Asia and its emerging dynamic economy. It was therefore logical that India and Association of Southeast Asian Nations (ASEAN) would begin discussions for a more formal relationship between India and Southeast Asia culminating in India becoming a full dialogue partner of ASEAN.
