Abstract: Soviet rr{inorities were set in a system readily distinguishable from the polyglot Indian and the homogenised European nation-state types. The first and obvious feature was the overwhelming domination of the Russians, through the autocratic state and Orthodox Church during the empire, as the Russian nation before, during, and after the Soviet Union, and through the Communist Party, in ideology, organisation, and culture during the Soviet epoch.
