Abstract: A study of the proposals to establish a Reserve Bank is best begun with an examination of the principles on which a Reserve Bank is, or ought to be, based. But, what is a Reserve Bank ? The answer that a Reserve Bank is only another name for a Central Bank at once gives rise to two more questions : first, what is a Central Bank ? and second, why should not a Central Bank for India be called a Central Bank, and not Reserve Bank?
