dc.description.abstractI find it rather hard to know where to begin a talk of this kind. The old adage says, " Begin at the beginning," but in trying to understand the present it is often necessary to go back some way into past history, which means beginning at some far-off rather indefinite period. So I am going to start at what I shall optimistically call the middle-the present.
